Throwing something out here,
Being around then, we were in a frame of mind of quieting things down from all sources. Just my thinking, but I saw a lot of things done in the name of noise reduction. and there were gov standards, but I don't think they pertained to tractors just yet. I noticed guarding and enclosures in industry, not only for safety, but incorporating noise reduction, as it reduced operator fatigue. I believe that was their early attempts in that direction. There are certain frequencies that piss off our ears and minds. Take a 2 stroke engine unmuffled or with an expansion chamber, it irritates even an enthusiast. The same Db lever @ a lower pitch does not so much. So they put covers and iso mounts on things and started the primitive process to protect out hearing as well as fatigue reduction. Now that's my story and I'm sticking to it Ha,LOL!
