I guess he lost the wire bail.

A few things...
how clean is the tank and the carb?
Try to oil up the bore before you try to get it running, it sat for a long time...
Looks like you have some work to get it running.

The tank is clean as a whistle and the carb was not bad either. The top throttle linkage on the carb is very loose though, Ill have to see if someone has a junk one with a good throttle arm.

How would u suggest oiling up the bore? literally putting oil in it?

I'd take the plug out and spray some PBlaster around the bore as you turn the engine over by hand. Can't hurt!

Most of the time I have found that the spindle get stuck in axle making it not steer. I would try that first.

Yes sir, I think you are correct, the steering wheel turns, I just need to try freeing up the spindles.

I will try my best. I need to go online and find a diagram as this is my first run-in with a collared setup. Obviously they weren't a good idea or they would have kept them and not replaced it with the other system.
