I don't personally have experience with that paint system, however for a little more cash, you can buy this compressor:

and this paint gun:

this is the combo that i use to paint. the compressor keeps up just fine with this gun, you can adjust the pressure output right off the tank, or get an in- line one and attach it to the butt of the gun. The spray pattern was a bit off at first when i used it, so i got the cheapest primer i could find and started spraying all of my scrap steel that i had laying around until i got it to flow how i wanted.
for a 14$ paint gun, it's pretty hard to beat. And at the end of the day, you will have a decent air compressor and a paint gun. (I run a 1/2 impact off this compressor as well) no problem.

For the first question you asked about what to all take off the tractor to paint. That depends how detailed you want it, up to you. I've seen it done with most of the tractor together and I've seen them tore down to each piece separated from the tractor.
Your question about paint. As Tim (Olds) said the IH paint is very user friendly, and myself being a first time enamel painter, it worked very well.
I had my white (901) mixed because it's not available premixed and it's the Omni and was $34 a quart and when I needed one more they charged me $26 for another quart.

Ok I finally was able to get a video of the Northern Tool sandblasting kit for the pressure washer. I used a 2800psi Ryobi pressure washer and it did really good job. My only complaint about the set up is the sand would come out and bursts and not a steady stream I may get an inline valve to try to make the sand come out slower and in a stream and not clumps but it did a good job. If you have any questions just ask and I'll try to answer them.

I have one of those sand blasters. I use it with a 3 GPM 3500 PSI washer. I've found that it likes decent sand blasting sand with out a lot of fine material. I'll try to get you the brand and grade. I also use a 5 gal bucket that I cut the bottom out of and fit a large funnel into it to create a hopper. Other tip is to turn the nozzle so that the suction hose is on top. If water gets into the suction hose for the sand it tends to plug up. It also eats the nozzles. That reminds me I need to order a couple of them.

Pics are how I have my blaster setup and the sand I use. The sand is what Sterling calls #45. I plan on trying the next grade coarser, #25.

It looks like your blasting through 3 layers of paint. Not bad at all considering the thickness your blasting through. How quick does the metal start to rust after blasting? Thanks for the video!

It gets a surface rusty color immediately after you get done but I bet if you wiped it down after to sandblast with paint thinner or something it wouldn't get surface rust on it. I'm very impressed on how good it worked out. Its actually going through 4 layers of paint Blue, Gray, Yellow, and Red. Never wipe down sandblasted metal, the texture left behind by the sand is rough and will just shred the rag and leave you with a bunch of fuzzies that are about impossible to get rid of.

Can you prime it if it has the slight rusty haze to it? Or does the rust need to be taken all off?

I have the Harbor Freight HVLP Spray Gun Kit #44677, but have not used it to spray any enamel or clear yet. I can say that it did a great job spraying latex stain on my shed (T1-11 siding) and thinned exterior house paint on the soffit and fascia. I intend to try it with auto paint when I do some rust repair on my truck, but the weather is turning too cold to be doing much with that anymore this year. If I remember correctly, there is a YouTube video of a guy spraying a VW bus with this outfit. He seemed to like it fine.
