If it's stuck and needs loosening, use the WD-40.

If it's loose and it's suppose to be stuck, use the duct tape.

Maybe I'm missing something, but it looks like that mower in fact does have a steering wheel....

Look closely at both pics on the UK site...they are very different machines. The european model has the steering wheels in the rear, and the deck is out front, nothing like the US models.
