Hydro drive linkage assembly order

Can anyone tell me if they know of the proper oder of the spacer in reference to the control shaft, and the support bracket? The motive for the bushing isn't really clear and the parts schematic is sketchy on assembly order of this item. Beyond that this tractor has been apart seemingly many times in it's life with most components assembled incorrectly.

As shown in the photo, I have it in this order from top down; Control shaft, spacer, nylon friction bushing, support bracket, flat washer, e-clip.

The alternate option would be to swap position of the spacer and the flat washer.
