Cub 102, need carb help

I finally got my 102 running yesterday. I pulled the carb off with the help of a friend and cleaned it. It looked pretty good but cleaned it up more. It didn't really run well when I got it but now that it does, here is my issue.

I can get it to start but have to choke it. Even if it is hot. And if I am at full throttle and bring the throttle down to idle I have to use the choke and the choke needs to be about 2/3s closed. When I put the carb together I turned the high and low settings to factory specs. My main issue seems to be idle or low rpms. I've never tuned a carb before but I'm wondering if I should take it to RF Houtz since they are 30 mins away and have them set it all up or if you all may know something or have any ideas to help me out. The engine runs very smooth and strong once going, it's just that I think the carb is not set right despite being se to factory settings.

Any thoughts?
