can you take a internal brake rearend and make it External brakes

If you have all the parts to do so then yes you can. Just leave the internal brake disconnected.

I'm putting external brakes on a 71 but I'm adding the dual peddles from a Super so I'll have turning brakes along with the internal brake.

what do you do about the return to neutral for the brakes?

I don't have to deal with that issue, the 71 is a gear drive.
