Default Trouble with the governor in Ohio

Greetings:
I am just getting my old 71 back together. I am having trouble with the governor. When I tighten the bushing nut, C in the photo in the service manual, the speed control disc(D) and the throttle bracket(E) are tightened in place. Shouldn't the speed control disc be somewhat free, if it isn't how does the throttle cable increase or decrease RPM's.

I agree with you.....I, too, am having trouble with the governor of Ohio, and the one in Indiana for that matter. I'd swap ya, but I don't know if I would be any better off......LOQ

Yes, I often leave that nut a little loose on the governor to allow some movement.

Am I missing a spacer or a washer or something that would allow that disc to move freely?
