Someone please tell me what I am missing here! When I took the steering wheel off, this is all that was on the top end of the column. Seems like there should be some type of retainer to go up against that white bushing... or maybe the last guy put it together wrong?

There is a foam insert that goes in there, in between white piece and steering wheel. Some guys use a front wheel bearing in place of what you have, converts 2 piece into one piece bushing which also works but some gnurling needs to happen or some put in small amount of foil around bearing OD to keep it from working its way out. CC makes a plastic bushing that replaces the OE style sleeve and insert like you have. Looks up Parts breakdown and you will see.

ahh ok thanks.

so you are saying I can remove the plastic piece
and metal seat it rides on and install a front wheel bearing with some
slight modification? that sounds like a good way to go
