So I got the M18 - from an 1862 -swapped into the 1712 chassis. It runs, but not correctly. It will only run decent with the throttle all the way down, and the choke part way pulled. If I open the choke the RPMs jump up, then it chugs and puffs black smoke like its getting too much gas. Likewise if I try to give it any throttle.
So my question is: What is the purpose of the solenoid on the Walbro carb? It has high and low speed fuel adjustment needles, but I don't want to mess with them, if it is the solenoid.

Your 1712 was never set up for the shut off solenoid on the carb. They are not needed and just add complexity. All of my M18's use a fully adjustable(high speed mixture screw AND idle mixture screw) Carter #26 carb. Don't even bother with a Walbro fixed jet carb. I've never had one that worked all that well.

Did the M18 sit for a while before you swapped it? Probably just needs a cleaning and maybe a kit. Do you have a service manual? It shows how to adjust the carb, not that hard to learn. I will look for the information when I have a chance.
