Rather than guessing. I wonder if someone here knows the impedance of a new coil. Might be good to test them.

Update:
So, I bit the bullet and purchased a oem Kohler magneto. The good news is that I have spark and that in order to get spark on a Mag 18 all you need is a good magneto and flywheel magnet. But, might I suggest that if you do this test make sure there is no fuel in the carb. In my haste to check my new magneto, I created an OH S***! moment, and as my plug that I removed from the head had just enough time to spark once, the other fired inside the other cylinder and the engine started....on the bench. That will get you blood pumping if your not ready for it!

Also, I put a meter to the new magneto vs. the old ones and found this:
Between plug wires Old OEM magneto: 28k ohms New OEM magneto: 32k ohms #1 Chinese magneto: 15k ohms #2 Chinese magneto: 15k ohms All were open to ground.
