In fact, the starter was/is hanging up.
So, I got it freed up, the engine turned over - I didn't try to start it, just turn it over.
When I did try, the starter was locked up again.
So I removed it to see if I could free it up permanently.

Now I'm back to the solenoid just clicking.

In order for the starter to throw the drive gear "out" towards the engine's flywheel, the battery voltage must be at, or nearly at, full charge. The electrical energy must be strong enough to allow the starter to spin at full speed from the very moment the key is turned. Your solenoid clicking can also be a symptom of a low or weak battery. Does the tractor start correctly with the battery fully charged?

Jonathan you beat me to it - same reason different question. lol

Because I thought that might be the problem _ I bought a brand new one and installed yesterday.

Just before responding I started cleaning and/or replacing some of the connections shown in the original photo.
Still nothing but a click each time I turn the key

Test to see if you are getting 12v to the signal wire on the solenoid. If not find and repair the issue.

If so, check to see if you are getting 12V out of the output side of the solenoid. If not, replace the solenoid. If so, check to make sure the engine is grounded good, and the starter is getting 12V when actuated.

AS A TEST.....Run a Jumper Wire from the Large Battery Terminal on the Solenoid to the small terminal where the Blue Wire should be. Tell us what happens...!!!

While I'm doing that I'll give you another UPDATE to ponder......with the key in the run position (after attempting to start) there is an occasional 'snap' or 'pop' from the dash area (not from the solenoid). I tried to listen for a more specific location to no avail.
