Yes! Oil is getting past the rings "washing" the top of the piston and probably the inside of the head. Rebuild time.

That looks like more than what is recommended for long term storage and your piston appears to be worn on the lower RHS of your pic.....It should also make starting a lot easier for you once you rebuild, too.

Head gasket not sealing can cause oil to go past the rings.... but that much oil, probably not the case.

Cuban know every fricking trick to reuse and restore parts on their 50's car, they even fab head gasket! Necessity is the mother of invention so yes it can be done with success "Sometime" but if it was mine I replace it just to remove a potential problem from the equation not because it's not possible. Miracle are daily happening in Cuba land.
