1864 low power
Hello all
I didn't have any luck searching so I was hoping someone could point me in the right direction. I have a 1984 that is slow to accelerate. When I put the throttle to 6 it is slow to accelerate and gradually gets up to speed. I have read about a valve that controls the ratio of steering to drive. Does this sounds like a culprit? If so could someone point me towards this valves location? Thanks for any help you can offer

The engine runs fine and power steering seems to be more than sufficient. The transmission is what seems to be getting low power. I have also replaced hydrostatic fluid and filter and got minimal improvement
