Maxwell, small terminal on start solenoid should be lit during start position only. If not, back track to neutral start, then pto switch, then key switch s terminal. If not lit there check b terminal on key switch, that's battery positive input to key switch that comes from voltage regulator b terminal. Recheck your wires per the schematic to make sure nothing got mixed up. I'm sure you know this but do all these test light checks while holding key in start position. From what your saying, there is no start signal going to start solenoid coil (small wire on solenoid) which is circuit I just described.

even an old school test light don't take many amps to light the bulb. that's why the headlight works well. you want something that can draw some amps based on the requirements needed for the circuit. a halogen headlight bulb draws 6 amps on hi beam and just under 5 on lo beam.
