I'm thinking it goes on the back of the air cleaner housing, but I'm not sure. I've got my 1650 apart, so I'll look tomorrow and see if I can help you out.

If that's the piece I'm thinking of, it goes over the inner part of the air cleaner housing that's bolted to the carb. It's about the right size. The bolts go through it, the rear air cleaner plate, and into the carb body.

You guys are right, that is the gasket that goes between the carb and air cleaner. I just took mine off last night, saw this pic and knew exactly what it was.
