Well I tore the engine down tonight and pulled the whole governor assembly out. I found nothing that looks out of place. Gov weights and center rod move freely, no damage, some side play on the weights but nothing excessive. No wear. The gov assembly would move axially on the stub shaft about a 1/4" until it came up against the gov retaining rod/screw. Im at a loss at this point. Short of buying all new gov components, which I dont see as necessary, I see no reason to not put it back together as is except for the fact I know it didnt work.

Well, everything looks fine. I think replacing the inside stuff would be a waste of time and money. If it was working before, and obviously looks fine now, it has to be a linkage issue or something in the carb. I really don't think it is the internal pieces you posted pics of. However, I am only looking at pics, and I cannot feel them. I believe you that they feel as though they are working. I don't know what to say..... Put it back together and try again Good luck!!

the rod that comes out the side of the block that the lever attaches to. there's a flap held on with a rivet, is that nice and tight? no movement? the lever on the outside of the block, that wasn't rubbing against the large brass nut was it?

The flap was straight and tight and the arm was spaced out away from the brass nut.

Well things are not looking good. I put the engine back together. I did put a different governor gear in that came out of another 14hp. I saw no different to speak of between the two, but it made me feel better. Upon startup, there was absolutely no difference from before. I decided to put a rebuilt carter carb on in place of the walbro. No difference. It still has no throttle control at all. As soon as you bump the throttle off of an idle it takes off. Any ideas? Im about ready to give up on this thing.

Are you certain the cam gear is engaging the governor gear? Did you put the shims on the correct side of the cam? It really sounds to me like the governor is not spinning at all. Even if you set it up wrong there will be some throttle control.

If you put in a different gov gear, and a different carb.... either the gov shaft does not move freely, or austin8214 is correct and the governor is not spinning at all.... either way, you have GOT to be overlooking the problem. There is just nothing left......

You didn't change the gov spring did you?..... Cause the one in the pic looks shiny and new. Is it the correct one????? A new spring has a coating on it to keep it from rusting. Make sure it will pull apart!

The spring is the spring that was on the engine before, and the cross shaft moves freely.

The cam gear and crank gear mesh up fine. The gov gear was meshing fine when I had the pan off and was turning things by hand. The gov gears do move axially about a quarter inch between the block and the retaining pin. It is possible it may be binding or not meshing properly when it is spinning at engine speed, although non of this was changed from before as fa as I know...
