my 108 mower deck blades are real dull.
With tractor on my trailer and the deck raised (me sitting on ground) I could remove the outer blades no problem. any ideas for the larger inner blade? (i know taking off the whole deck is obvious answer but want to avoid that)

You can get clearance with a combination of a floor jack, ramps and/or jack stands. Why so hesitant to remove the deck? It's relatively easy and you want to do a thorough inspection now and then anyway.

plus you can clean it while you're at it. I vote remove the deck.

This deck has never been off,

Even small aluminum jacks are 1.5 tons usually. 800 lbs. is less than half of a ton and that's the whole tractor, you're just lifting the front. You want to use two jack stands regardless for safety. Better safe than sorry. Just jack the front up and get an impact wrench under it.
I feel your pain some. I used to have a Cub Lo-Boy that I had to get the blades off without removing the deck. Not fun.

It takes all of 5 minutes to remove the deck, and it's much easier to clean with the deck off and the bottom facing up.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. There were a wide variety of Cub Cadet branded and after-market attachments available; including mowers, blades, snow blowers, front loaders, plows, carts, etc. Cub Cadet advertising at that time harped on their thorough testing by "boys - acknowledged by many as the world's worst destructive force!". Cub Cadets became known for their dependability and rugged construction.
MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
