Well got it apart after some pulling on it. It had about 1/16" of rust between the friction disc and plate and after looking at pics all the arms were broken off of this. Not sure what its called. Gonna order rebuild and hope that will do it.

Bruce, that is the spring Jeff's talking about. You'll get a new one with a rebuild kit.

Between the rust and the broken ends on the spring, that's why it didn't disengage
