Looks like it was a pull start at one time.Has the frame had any repairs to it?

no the frame is ok the dash tower was all rotted out and the front axle was broke in half and i only got half of that so i need some right parts for it to be original again thanks brian

Parts like what you describe are relatively cheap ...I would restore that one for sure...especially being as early as it is-----go for it!!!!!
