Probably not an "expert", but a professional having spent twenty eights years repairing/rebuilding hydraulic pumps and motors for a living.

The Sundstrand U15 is a very simple power transmission. Think of it as a bicycle. Two sprockets and a chain, the oil being the chain in the hydraulic version.

Maybe we can go through the process on this thread and hopefully, you get your unit fixed and we can all learn something. You'd have to be willing take the trans apart one more time, if it gets that far. Although the first and obvious is to check for oil to the charge pump. That is; there is sufficient oil and the tube has no obstructions. Otherwise, if you provide pics, we can go through the unit step by step.
