Are you saying that when the handle is moved, the shaft it is on does not rotate??
If the answer is yes, then finsruskw is probably right, handle is stripped.
If it does rotate you need to look around down below like darkminion suggests.

HINT:
Kids at tractor shows are a big culprit.
If you take equipment to s show it's important that you keep an eye on it and DO NOT leave the keys in it/them!

I was sitting on my lawn chair behind my display on the back row and they never came by me.
I had 6 Cubs on display.

Kids will climb on them and jerk and pull on any handle, lever or wheel they can find. I have observed this first hand. 2 or 3 kids, that are big enough to supposedly know better, will start on one end of a row of tractors and go right down the line and hop on every one.

My neighbor a few years ago had a Lo-Boy parked outside by an out building and one day he found it w/the wheels turned one way to the stop and the side & bottom of the steering box busted out. only one way that could have happened.

First thing that crossed my mind yesterday when I read the first post.

I would guess ,and I hate to be the bearer of bad news,but the p.o wore out the matching gears on the handle,not the shaft by not keeping the screw tight.He wiggled the lever up and down and all around till the soft gears on the handle were not meshing correctly. And a very long screw ,not the correct one is part of the problem.I would try wedges on both side of the handle to pull straight up.Last but not least,you could drill a hole thru the top of the handle,to see what your dealing with,I know thats not pretty but might work till you decide the next thing to do.Its only a hobby!!!!!

The tractor is a couple hours from me and pretty sure Aaron is
swamped for the week.. working guy. I do know he had drilled through
the top and got it to work kinda. Short term remedy at best.
Maybe we can get an update on the weekend.
The real puzzler for me is if the splines inside the handle are shot?
Why the heck won't the handle come off? Gotta love a puzzle

The set screw on the pot metal lever butchered the splines on the shaft...is likely why that lever won't come free.
