I dont think its even possible to put the pulley on the crank too far, because it stops when it hits the bearing and the bearing is on the end of the crankshaft where it should be. But I have to wait until at least Tuesday when I get a starter bracket to run it again

I probably am reading this different than what you mean but just to be sure, do you have the springs between the plate and the pulley, like this?? These are pics of a non-brake PTO but they work the same.

Welp I got my new starter bracket and redid the clutch yet again, and everything seems to be working normally. Mowed for almost an hour today and the clutch and brake work as they should. It took a while but my expenses were minimal except for the place that charged me $12 for shipping on 2 wave washers.
Thanks for Ironman and several others for their encouragement and help, and thanks to the others for thinking I'm too dumb to do it.

I think the most likely cause is that the spring plates were permanently deformed and had lost their spring. They remained concave when I took the old ones off. So the last time I used the brake, the plates probably remained depressed and didn't spring back so the pulley wouldnt turn after that. Make sense?

Law of physics. Nothing to keep it turning once its not engaged. Plus the blades and belt help slow it down
