I use red locktite on the screws and that is all. Might want to take them out again someday. You can crimp them with a pair of needle nose vise grips if you want.

You might be able to get a felt washer at a hardware store.

Be sure and file the threaded end off the tiny brass screws that hold the shaft to the plate.
Otherwise, you will break the heads off the screws off and then you will be screwed.

My 2 cents on the Kohler or Hillman bushing - It will get you a couple of years use, then you are back where you started. With the bushing you have greatly reduced the bearing surface and it will not take long to wear the shaft. The last one I did with the Hillman got me a year and now I can wiggle the throttle shaft.

I am going to try a bushing that is the full length of the bore in the carb top.

So, stick 2 of 'e in there.'
I think there is room.
My 'O' ring fix w/1 brass bushing is still holding nicely.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. There were a wide variety of Cub Cadet branded and after-market attachments available; including mowers, blades, snow blowers, front loaders, plows, carts, etc. Cub Cadet advertising at that time harped on their thorough testing by "boys - acknowledged by many as the world's worst destructive force!". Cub Cadets became known for their dependability and rugged construction.

MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
