I just down loaded a copy of the manual for a 23FB. My guess is that if this critter has been sitting for an extended period of time the fly weights on the governor may be stuck or rusted. Your probably going to have to pull the pan off and take a look inside. Red arrow points to the Gov. If you need the manual PM me your e-mail address.

Time to get the wrench's out. Looks like it's not overly complicated. If all else fails drop one of those Chinese engines in the tractor.

Sam, I found the problem I think, I had a different carb on it that came off a slightly different engine and the throttle shaft is on the opposite side, I have another economy and that one is correct. I have the original carb and I will swap the top piece.
