Default The engine governor revs up and down, HELP!

I’ve a ltx 1042 cub 2013 with the kawasaki 18 hp engine only 33 hours n it ..
It started to backfire a bit when mowing however soon it went to reving up and down . Now however even when it is just running the governor revs it up and down .. I’m no stranger to motors here’s what I’ve done so far .. Thought it was the carb took it off put it in the parts washer for 2 days cleaned out the needle valve and took out main jet and made sure everything was open , done with torch tip cleaners carefully.. and air ,,Put it back on same thing .. Took it back off put it in an heated ultra sonic cleaner for 1 hour with parts cleaner fluid ,,put it on ,no go revs up and down . Checked the selinoid yup it opens and closes with current . Fuel flow from pump puts fuel in carb . Drained tank and put on new fuel filter . Check the towers to make sure free running . Disconnected one relay back up turn off blade switch . seat too in case of electric malfunction .. Did a compression test with both plugs out 55 lbs in each with one side in tested 85 and 90 lbs . It runs also with either plug wire unplugged. Although the same way governor keeps going back and forth . Idles fine but same way ,,,turn on blades and it is worse and will die out ...Runs about the same with choke in or out although all the way out will kill it ....What am I missing is there some kind of a relay in this thing . Any all suggestions would be great !,,!,! I try to check this every day or two ....Thank goodness I’ve an antique john deer to cut the grass . I’m down on the gulf coast and it’s hot humid and raining... the fish are bitting tho ..
