Default Z force commercial Tank SX60. HELP

My Tank sputters shakes and dies when I engage my PTO.
No matter the deck height.
I cleaned and gapped my spark plugs. Still smelling gas after it dies.
After it dies I have to let it set before it will restart .
I have mowed in very very dusty conditions , and cleaned the dust and debris afterwards.I did mow over a thin sprinkler hose and black plastic . It wrapped around the blades pretty good. I was able to cut it all out, and it fired right up and I have mowed with it since.
Any ideas?

if you suspect the air filter is clogged have you tried to start the blades with no air filter installed? -does it still die, if so its not an air issue.
can you turn the blades by hand? - mechanical obstructions -
can you remove the blade belt or blade drive belt and engage the blade clutch with out load but also without it dying? - mechanical, electrical and safety devices check
I once spent a week trying to figure out why my ariens shut off every-time the blades were engaged. the seat switch is a "make" switch that had failed. if you are not in the seat, the blade switch kills the motor. the bad switch was not making the circuit so it killed the engine- that switch is now bypassed after the second one failed. I am not very familiar with the tank. I have three cub ZTRs but not that model

When I lift my rear end off the seat., even a little. . the engine dies.I am going to do a tune up and grease any orifice that holds grease, I also intend to spray wash everything, except Spark plug area, . Last night once it started I drove it to the barn. While the engine was racing on full throttle, I had very little speed. That is unusual.
I will try removing the air filter as you suggested first. It really should be replaced anyway. I have never replaced it, just compressed air cleaned it. Also, I am able to turn the blades by hand with resistance as the plugs were still in.

Anyway, I appreciate your thoughtful reply.

I forgot to mention. It has a 27 hp Kawasaki FX 850 V air cooled Gas engine.
