Default M18 governor hunting

I got to drive my tractor with the M18 in it for the first few times this week. It has sat for a year without running. I never did drive it much before I started on this project tractor, it is basically an 1860.
Anyway, the problem I am having is the governor is hunting around. I can pull the choke out about halfway or less and it will run good. When I first start it and run it cold it runs great but after a few minutes it starts the hunting (revving up and down). I put new fuel lines on and a new filter but I haven't been into the carb yet.
What should I check out before tearing into the carb?
How can I tell if the governor is OK, or may have a problem?

If it was me I'd get some fresh gas with out the ethanol
http://www.pure-gas.org/ and some sea foam and run it for a while. Don't know what's in sea foam but it seems to do a great job of cleaning out carbs.

You don't have a governor problem, you have a fuel problem.

You mentioned that if you pull the choke out it will run smooth. There's your first sign that you have a fuel problem.

Now we need to figure out what carb you have. My Mags have the Walbro adjustable carbs on them. If your is a fixed high speed jet it may be clogged

I'd set it back to base setting with some new fuel, and you said you changed the lines, filter too. I'm guessing and adjust from there. You may have to go back in and clean it again if the fuel is bad.

Had the same problem as you. Had an old Walbro Carb on it. Cleaned it 4 or 5 times and it would run fine after I cleaned it, but if I let it sit for a day, it wouldn't play nice.

Put a Kohler Carb on it with an adjustable high-speed needle, and it was like an entirely different machine. Starts easy, idles well, etc.

I think that you can't get the high speed needle cleaned very well in the Walbro fixed-needle models. If it gets clogged up, it doesn't provide enough fuel for the amount of air. Thus, the governor hunting and the choke alleviating the problem.
