Blades and Drive drive belts stay engaged
I have a CC LT 1042. The original problem started when I first started it, this a used one I got from a coworker. Originally was told it needed a new PTO Clutch. Changed PTO Clutch, and both deck and drive belts. I went to start it and same problem blades were spinning when I started it. I shut it off engaged PTO Clutch switch no start which is correct. Reset with PTO clutch wiring harnesses disconnected blades still spin. Also noticed blue smoke from up by the drive belt which leads me to believe it’s spinning as well. What could be causing the issue? What things should I check next. Thanks for any help.

First off welcome.
So to trouble shoot this issue. First thing I would do is disconnect the leads going to the electric PTO. Without power it should not turn. If it does turn without power either the PTO is adjusted to tightly or the bearing inside it is stuck keeping it engaged. The tractor drive belt should be turning whenever the engine is running. If it is smoking then it may be rubbing on something or there may be another issue. Does the tractor move the way it should? Edit. Just remembered. There should be no adjustment for that clutch. A new clutch with power disconnected should not be engaged. Does it spin freely with tractor off?

Yes the PTO Clutch was spinning freely when I installed. Could I have over torqued the bolt when installing. From what I read it was suppose to be torqued to 30 ft lbs. is there a way to adjust the PTO? I haven’t seen anything online if so should I adjust it till it doesn’t grab and find the sweet spot to where it engages only with the PTO switch. My interpretation was that it’s electrically engaged is this not correct? Sorry but I am new to riding mowers. I can rebuild car engines but this is kicking my butt.

Yes. It needs power to engage. Ok. So unplug the wires at PTO. WIth engine off see if it spins freely without tuning engine. There is no internal adjustment. Im not sure if over tightening will cause this but its worth checking into.
I suppose if you really cranked down on the crank nut it could pinch the bearing but I would think there would be a shoulder to the bearing that would prevent that from happening.
