The slow in reverse can be solved by replacing the plastic bushings on the pedal linkages or adjusting the linkage adjuster under the foot pan. Depends on the overall condition of the tractor and the look cosmetically. I have bought quite a few 3000 series with less hours for hundreds less. Without pictures I really can't give you an honest opinion.

The deck has been repainted and the overall condition of the tractor is pretty nice. Have you checked for oil leakage on the engine and transmission? The engine and transmission cooling fins generally get pretty dirty especially on one leaking and of that age and may requiring a power washing. I think the 3000 series tractors are really good machines. I would try to see if you could get it for $800.

I appreciate the feedback. I’ll shoot for $800 assuming no leaks when I see it in person.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. There were a wide variety of Cub Cadet branded and after-market attachments available; including mowers, blades, snow blowers, front loaders, plows, carts, etc. Cub Cadet advertising at that time harped on their thorough testing by "boys - acknowledged by many as the world's worst destructive force!". Cub Cadets became known for their dependability and rugged construction.
MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
