They actually make something like that 3pt for mid sized tractors.

I've thought about something like that, wonder if it might be for stump grinding too having the up and down movement on a slide and cable. Looks like it may need a different type of cutting wheel for that though. why elst would a small tree need to be moved up or down to cut?

Wow, that thing is just like the Mach V on Speed Racer.
Might need to be raised so the blade doesn't dig into the ground while being transported on varying terrain.
