Default Re spindle

Good day. I am trying to restore a 44 mower deck on my 1972 Cub 128. Tractor is running great after overhaul. Deck is another issue. I can locate the idler & outer pulleys, the belt and the bearing shafts... unable to locate the center double drive pulley # IH-59703. Has anyone replaced the spindles with newer available ones? I'm thinking of welding two single pulleys with the same dimensions as the double???

Any suggestions other than scrap it will be appreciated..
