Ok. I hate to say it but I doubt you got the heads or block "flat" with a file in hand. Typically you would glue down sand paper to a piece of glass or a flat surface stone to surface the heads. The block is a little harder to do but usually do not require flattening.

Yeah you gotta do this. Not an option. Hopefully you didn’t get the block uneven. You can maybe check by putting the head on a surface stone or glass plate and see if you can get a .004 feeler under it. If you can, it needs surfaced more.

Here’s a quick video to show you how it’s done. I know it’s a flat head in the video but the principal is the same.

Wonder if you have vertical heads on your horizontal engine? the oil drain back holes are in a different location causing oil build up and drawing it down the valve stems. If so, you can drill the heads.

Are the CH engines like that also?
I know the magnums are like that but didn't know if the CH engines are also.
But he said he had problems before he changed the heads.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. There were a wide variety of Cub Cadet branded and after-market attachments available; including mowers, blades, snow blowers, front loaders, plows, carts, etc. Cub Cadet advertising at that time harped on their thorough testing by "boys - acknowledged by many as the world's worst destructive force!". Cub Cadets became known for their dependability and rugged construction.

MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
