Thanks for the info.

I'm guessing that the 23 HP Vanguard in my 2072 doesn't have the restrictions since the 21 HP shares the 627 cc displacement.

Next time I pull a muffler on a 14 hp CC engine I'm going to look for those restrictors. I've stated before that my 14 hp CC's run quieter than my 16's. Maybe this is the reason?

Also interesting to see the different sized combustion chambers between the engines.

That website isn't about CC's so maybe the info contained there doesn't apply to CC's, just SOME Vanguards?
