Default Help identifying this implement please!

I got this as a tip from a customer last fall believe it or not but not he nor I or anyone else I've asked have ever seen one. I'm sorry, this is the only picture I have of it and it's buried under snow right now so I can't get more.

The tines are height adjustable with that handle, the tongue is quite long and it has a pin (welded) on the end to drop into a sleeve hitch I'm assuming?

I've not found a tag or stamp or single identifying mark on it although I didn't look TOO hard, I can't help but think it's for creating rows and or seeding but I just don't know and haven't found anything else like it!

Any help is appreciated!

Spring tooth drag with packer wheels on the back.
A small garden version of a farm cultimulcher
It will stir up the soil and level it somewhat.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester.
