Do you mean the handles are locked and wont move?

Or when the handles are moved, nothing happens?

Had that happen to me once on my 1450. The shafts coming out of the top of the valve, apparently got some rain (???) on them. They rusted, and they wouldn't move. I sprayed some PB Blaster on them. Let it set for about 10 minutes. Gently tapped on them. They broke loose and haven't had a problem since.

If it's hydraulic pressure holding them, they should move freely with the engine off since there will be no pressure present.
If they still don't move with the engine off, disconnect the linkage. Does the linkage move freely? If so, then the problem is in the valve itself, most likely stuck from moisture as Roland has said.

When installing used components (and new for that matter) it's best to check the operation of the moving parts BEFORE you install them.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. There were a wide variety of Cub Cadet branded and after-market attachments available; including mowers, blades, snow blowers, front loaders, plows, carts, etc. Cub Cadet advertising at that time harped on their thorough testing by "boys - acknowledged by many as the world's worst destructive force!". Cub Cadets became known for their dependability and rugged construction.

MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
