What kind of condition is the starting circuit in? Does it crank over strong before it “seized”? A weak battery, corroded start circuit, worn out starter will not be able to spin that engine over well enough to fire it off. It will start to turn over, kinda weeze and then stop. Your battery should test 12.6 volts at rest. Not immediately after being charged, but after sitting overnight. You can then do a voltage drop test to isolate issues in you starting circuit;

I would be very curious about the start circuit…
Popping the head off will tell you a whole lot about the condition of the engine. You can see if the cylinder walls are scored, if the piston is super loose, if there's a ton of carbon built up, how the valves look, etc.

If you're convinced it's got serious mechanical issues, that doesn't take much time and is pretty easy to do.

Wasn't there some issue related to the PTO?

Thanks for the reply guys, I was able to hunt down a 16 for the mower and am just going to do a swap seeing the 16 is what belongs in it. Maybe I'll give it a go at tearing down the 12 in it now.
