Sounds like a fuel issue. Try cleaning the carb. Get a temp tank if you need to and gravity feed the carb with fresh gas to eliminate fuel delivery or bad fuel as a problem. I don't think the carbs have any adjustments for fuel/air mixture.

For what it's worth, I've had three Vanguards in different 1641s and they all surged. I may not be a good mechanic, or the Vanguards are finicky, or a combination of both.

As brudder says sounds like fuel delivery. Not familiar with your engine
but I would start this way.
Beginning at the tank work your way to the carb. Pulling all the out feed
sides and making sure you have free flowing fuel from the filter and the
pump. ( Does this engine have a pump or is it gravity?)
If all that is good hook up a gravity fuel source to carb eliminating all
fuel supply issues from the tractor. If it still runs lousy you have carb problems.
If it runs for you, you know the problem is somewhere prior to the carb.
Time to pull the tank and all things before the carb and clean clean clean.
It is always a good idea to pull all things fuel related and clean. I am a
big fan of eliminating variables one at a time to get to the issue.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. There were a wide variety of Cub Cadet branded and after-market attachments available; including mowers, blades, snow blowers, front loaders, plows, carts, etc. Cub Cadet advertising at that time harped on their thorough testing by "boys - acknowledged by many as the world's worst destructive force!". Cub Cadets became known for their dependability and rugged construction.

MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
