Did you reset the governor arm as per the manual when you reassembled the engine?

open the throttle full (jam it with something so it don't move).
loosen the nut on the bott of the gov arm, turn the shaft coming out of the block fully to the right. (Don't know a k241, but should be same dir)
*on all small engines, turn the shaft fully in the direction the throttle opens*
while holding it, tighten the nut. Done.

The governor is set at open throttle, so arm is set at max.

Start it. it should be fine. just see which way it moves when you pull cable.

1. loosen the governer arm on the cross shaft
2. pull the governer linkage all the way toward the front of the tractor
3. while keeping the linkge foreward take a pair of pliers and turn the cross shaft couter clockwise (dont force it)
4. after that while still keeping the linkage in place, pull out your third hand and tighten the arm back up, after its tight you can let go of the linkage and then it should work properly!

for me it was kinda hard to do by myself but you may be able to do it easier than I
P.S. theres a whole governer section in the Kohler manual.

I'll add that if you don't have a manual, this is the time to get one. In fact, I hope you used one when you were in there replacing the rings...

This all happens on the outside of the engine. Not sure what manual you have, but IH Blue Ribbon Service Manual Engine, Fuel & Electrical Systems (Kohler). It's on page 2-6.

Or look in "Technical Library - Tractors", on this website and download a copy.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester. During the 1960s, IH initiated an entirely new line of lawn and garden equipment aimed at the owners rural homes with large yards and private gardens. There were a wide variety of Cub Cadet branded and after-market attachments available; including mowers, blades, snow blowers, front loaders, plows, carts, etc. Cub Cadet advertising at that time harped on their thorough testing by "boys - acknowledged by many as the world's worst destructive force!". Cub Cadets became known for their dependability and rugged construction.

MTD Products, Inc. of Cleveland, Ohio purchased the Cub Cadet brand from International Harvester in 1981. Cub Cadet was held as a wholly owned subsidiary for many years following this acquisition, which allowed them to operate independently. Recently, MTD has taken a more aggressive role and integrated Cub Cadet into its other lines of power equipment.
