That's a definite carb problem. Not getting enough gas. Push the choke in alittle limits the air intake, richens the mixture. Open all the way, too lean to run, closed all the way obvious, no airflow.
Take the carb apart, check the fuel line.
Be patient with the governor. Once set, you'll never need to touch it again.
I'll try to snap a pic or two of the process.
Governor adjustment is crucial.

I apologize for not getting back 2 u 2day...very busy.
I went over mine quick 2day.
The spring on mine, is in the second to bottom hole, your engine may want bott hole.
I unbolt the linkage from the carb. (swivel on the linkage part)
Put the throttle lever on full position.
loosen the nut on the arm to the shaft. pliers on shaft, turn the shaft to rt, then max left (to see movement), hold fully to left, tighten nut. You don't need to touch the governor arm...the cable will hold it open. Spring shouldn't be stretched...just not loose.
Loosen locking nut on threaded shaft, back it up 2 turns.
lay swivel stud in throttle plate hole (you'll have to open throttle shaft on carb manually...maybe lower the throttle position, then connect, and put throttle selector on high again. and start.
Listen to eng speed. If it too high, screw the end (carb side) out a few turns, until desired rpm's. If too low, screw it in.
I do it by ear. If not sure, get a rpm meter that goes on the spark plug (about $50.00)
It shouldn't sound like it's really screaming. These motors are torque monsters...don't need/want high rpm's.
