Clean the carb eventing looks good now will not start its getting fuel I can see it in carb

Did you set the high speed screw at 1 1/2 turns out? Are you getting spark?

Yes got it running again I did set carb still can't get it to idle right at high rpm

I'm going to step away from a fuel problem at the moment! You could have a bad condenser or it may be improperly installed. Also, be sure the timing is correct.

Terminology clarification needed:
Idle is just that, putt putt putt = low speed.
High Rpm is WFO= wide full open 3600 RPM governed speed.
If your "tuning" attempt of the jets produced little or no changes when you adjusted them, you have carb issues.
Did you clean the passages inside? did you remove the emulsion tube and clean the little holes inside it?
Was it immersed in carb cleaner for a day or more and blown out with compressed air while dissembled?
There is more to cleaning a carb, than a couple of squirts of carb cleaner from afar.
Finally,
Yes, a failed or failing Condenser can cause erratic full throttle stumbling/ missing/ erratic operation.
They are inexpensive and easily replaced.

IMHO some background of how the engine was running before the rebuild, and who did the engine rebuild, and who/how was reassembly done, would be helpful instead of dropping a handful of marbles on the floor and trying to decide which one to pick up first.
A picture of the governor/throttle connections wouldn't hurt either.

Ok anytime I try to adjust carb I do get black smoke and runs rough but can't get sweet spot put new Distributor Condenser on just to see no luck

I'm assuming/guessing you are saying the carb is adjusted properly but you are still having "hunting" issues with the RPM'S at WFO.
You are short on descriptions/explanations so we have to guess/assume.
If is is indeed still hunting/surging, you can try moving the spring that counteracts the governor to different holes in the linkage, it just might be a sensitivity issue.
( IIRR your engine does use a spring) but it's been a while since I've worked on
a 124.
In the Kohler service manual that you have been using, I'm thinking they have suggestions for hole settings for the spring, but again it's been a while, and it is always a suggestion as that is why they provide multiple holes for adjustment.

Is the throttle shaft loose in the bore??
May need a bushing to tighten it back up.
