Thanks guys, I did check the vendors above before posting this for a friend. I was hoping Jeff or someone would be making replacements - I didn't find any.
Thanks Roland for the link. I did find this one in a search https://www.onlycubcadets.net/forum/...ht=1872+brakes which is a little more recent but still long enough ago that, maybe by now, we have a aftermarket supplier for the disc brake pads/pucks.

see if there is clutch and brake relining place near you they have matieral to redo the pads. i use Buffalo Clutch in cheektowaga, NY

It was a while ago,, I am working from memory here,,,
 but, I wanted the brakes to work a little better on a 128 I was tinkering with,, after installing new pads,, I still wanted better,, I epoxied a square of 1/16" thick stainless steel sheet on the pad where the rotating cam contacts the pad. The piece of stainless was about 1 inch X 1 inch, one piece for each side. The stainless steel has much lower friction, so, the cam applies more pressure, with less pedal pressure,,
