Default 1440 - can't start using key switch

Must set brake, turn key switch to run and jump from + battery to starter. Tractor runs, PTO works, lights work, seat and brake safety switches work.

Checked key switch with meter. All positions check out with wiring diagram except in the 'Off' position I get continuity between ground lug and 'M' lug AND between ground lug and 'L' lug. The wiring diagram does not say I should get continuity between the ground lug and the 'L' lug.

Solenoid was replaced a year or two ago. Any thoughts?

In looking at the 1440 Wiring Diagram, coming out of the "S" terminal on the Ignition Switch, power then goes to the Brake Switch (Red & Red/Blk wires) then on to the PTO Switch (red & red wires) then on to the Solenoid. Thus, to start the engine, the Brake must be depressed and the PTO switch must be off.
This of course is considering that all devices are working correctly and the wiring is good.

Thanks for your suggestions. Using the wiring schematic, I believe the issue is with the brake switch. The only reason I didn't think the switch would be the problem is that I replace the switch about 2 years ago. Ordered a new switch but won't replace until late fall when I remove the mower deck for the snow plow. Can't easily access the switch with the mower deck installed. Real pain to remove the deck and the hanger.
