The valve stems were on the inside for some other brands of tractors. I know Wheelhorse did it, probably others. The difference in offset could be because they are two different width rims. Just guessing at that.

The best I can figure is that the rims are from two different, possibly non cubbie, machines. I came to that conclusion using the SWAG method.... scientific wild ass guess!

Different manufacturers had different requirements. Just like with cars. For example: what is backwards for a Cub is correct for a Deere . Therefore, the valve stems were put on different sides so it would be on the outside for the correct application. Also, offset would be different depending on application. Bolt pattern was the same, so someone probably just grabbed whatever they could find and used those for your machine.
