AS A TEST.............
Take a long wire. Run it from the Positive (+) Battery Terminal and touch the the small terminal on the Starter Solenoid. Does the starter engage and roll the engine over......????

i know it sounds weird, but i KNOW i've started this thing IN gear before.. many times.. so i don't think there is a switch on the brake / clutch... HOWEVER, after having it on battery charger for a bit, i noticed that the black wire (shown in the pic) to the coil was VERY hot.. so i disconnected... Thoughts?
I'll do the "test" from battery to the small term on the solenoid now.. standby for results.

Roland, it did not turn engine... When i started project "get dad's tractor running again" i could take hot side of battery charger, touch starter, and it would turn over...

i hear ya... but as some history... i took the one off the 76 (which runs) and swapped it with the 75 (current project)... 75 wouldn't hit a lick and 76 still started (with 75 solenoid) THEN, while "messing around w/wires" i think i did blow it up.. so i replaced the solenoid..just put on this eve.. Guess it's possible that it's bad, but not likely right? I'll get another tomorrow and try it.

actually, i've swapped the following from the 76 to the 75 to no avail...
solenoid, ignition switch, pto switch, coil, plug, plug wires...

Thanks.. ran outta daylight... i'll get back on it again tomorrow evening.. I'll try the VOM first and report back... Thanks everyone! (it's easy to lose your sanity on a project like this!)

I've read and seen that you have made new ground cables/wires but have you checked the actual ground cable from the battery to the frame?

That black wire runs to the points. Will crank even if it's not attached. That's one oily coil! Your starter isn't locked is it? Or bendex half way out? Mines done that. A little wd 40 and a screw driver fixed that on mine.
