Update
Found some time this evening to tinker with it. Pulled the PTO off, it was not causing the engine to not turn. It actually came off quite nice as rusted as it was.
Then I took a closer look at the flywheel side, inside the tins.... and I found why it wouldn't turn. Mud/Dirt/not sure what else, packed in tight. So I pulled the engine out and pulled the flywheel tin.  Notice the small rib along the bottom, here's a close up.  Yep, that's mud the shape of the flywheel teeth. Once the tin was off, it turned easily. Hyrdo also spins freely. So I think, I'll take some time, check the engine out, get the carb cleaned out and some new rubber lines and then see if I can get it to smoke!
