In a "pinch" one could try to carefully reinsulate those and reconnect the broken wire by soldering/splicing then try to stuff them back in place so they don't rub on the rotating clutch plate.
A 2 part epoxy poured into the area works well to keep them steady if the electrical repair is successful.
Fun to try, but worry some when one it trying to make current when the grid is down.

IF........one had a VOM or DVM, measuring to Case Ground, to the wire lead, it should have 3-5 ohms.
