Take the breather OFF and do the compression test again. See if the Dipstick moves.

Is the o-ring on the dipstick in good condition?

The o ring is in good shape. How do you check compression release?

Why are you evading the simple test of removing the Breather assembly and doing another Compression Test..???

You have gotten a lot of great insight of things to look for.

My first question would be.. Did you overfill the crankcase with oil??

Might seem a little silly but are you sure it is the correct dipstick. I have
seen the wrong dipstick put back in an engine when rebuilds were done.
If its to long it will indeed move some as the crank nudges it.

I check the simple stuff nothing different. It won't turn over hardly with spark plug in it until it get on compression . I took cover off cam gear looked at A C R springs are all there
