The only way a 23 8.50 12 will rub on the inner fender is #1. Wrong rims or #2. The rims are on backwards. Pictures will be very helpful. Are your valvestems on the inside or outside of your rim?

Nope valve stems are on the outside. I went and ordered a pair of wheels from Rich @ Patton the more i looked at it. I think you hit the nail on the head cub123 wrong wheel. I will get some pics for you guys though before i get the new ones on!!

You tape the chain to the rest of the chains, not to the tire. It hasn't done anything to the tire in the years I've been doing that.

I am going to say wrong wheels. They look to be offset the wrong direction, meaning too much wheel in towards the frame. I may be wrong tho. Lets see what some of the other guys say.

yeah, you can see that the PO even bent the fender pan to get these wheels in there. Your tractor's probably going to have several inches of wider stance once you get the right wheels on there.

Definitely looks to be other then stock wheel, but before you go investing $$$ into a new set, I would make sure how much you need to go and still clear a mower deck. In the end it will be your choice between different rims or spacing out your present ones.

My over sized/nonstock ones cleared ok but not if I wanted chains on them. So I went with a half inch out on both sides and still cleared my deck with out having to remove the spacers.

Just trying to throw out options.

No prob thanks for the insight like i said i did call and am getting some correct rims from Patton.

Yep, they are the wrong rims for sure, as mentioned the right rims will make it much wider and much more stable.
