42 inch deck spindle

I've got an old 42 inch deck with the cast iron spindle housing. I just rebuilt it with new bearings,races, and seals ,reused the spacers that were in it and now I can't get it to preload the bearings. When I tighten everything down, the pulley is still loose, it's not contacting the upper spacer to allow it to tighten up and preload the bearing stack on the shaft. Does anyone have a drawing or the spacer-bearing stack up to show how this all goes together? maybe I'm missing a part or something.

Cub Cadet is a premium line of outdoor power equipment, established in 1961 as part of International Harvester.
